Appropriations Committee Public Hearing: February 21, 2024 (Human Services), February 24, 2024 (Conservation + Development), February 26, 2024 (Health) In Support of H.B. 5048 An Act Adjusting the State Budget for the Biennium Ending June 30, 2025
Dear Co-Chair Senator Osten, Co-Chair Representative Walker, Vice Chair Senator Hartley, Vice Chair Representative Exum, Vice Chair Representative Paris, and members of the Appropriations Committee,
As the President and CEO of United Way of Coastal and Western Connecticut, I am grateful for the opportunity to testify in support of H.B. 5048, with a focused appeal for the 211 Information & Referral (I&R) service. We deeply value the sustained funding that has empowered 211 to offer timely assistance to countless Connecticut residents. This service provides lifesaving, family-transforming, and community-changing support with each call received.
Despite the critical role 211 I&R plays, we face a pressing challenge. Since 2010, funding has remained stagnant, leading to reduced staffing levels and, consequently, increased wait times and a struggle to meet the growing needs of our state’s population. Today, I am advocating for an essential funding increase of $1.25 million for 211 I&R to address these challenges head-on.
Across Connecticut, nearly 40% of households live at or below the ALICE® threshold (Asset Limited, Income Constrained, Employed). This scenario is widespread, touching every community and legislative district across the state. ALICE households earn above the federal poverty level yet struggle to cover essential expenses such as food, child care, housing, transportation, and others. In the regions of Fairfield and Southern Litchfield Counties alone, 40% of households fall under the ALICE category, facing challenges in meeting basic needs, including housing.
Our recent data underscores the urgency of this situation: a 20% increase in call volume to 211 and a staggering 20-fold increase in visits to 211ct.org, predominantly for essential services. Last year alone, service requests from Fairfield and Southern Litchfield Counties totaled over 80,000.
The trust and reliance placed in 211 by our government, community partners, and the people of Connecticut have never been more critical. To uphold and enhance this vital service, additional funding is not merely beneficial but essential. With your support, we can ensure that 211 Information & Referral continues to serve as a crucial resource for every individual and family in need across our state.
